About the project/Role description

The project is planning the expansion of the existing Hamburg Refinery, by adding the following process units and facilities: HVO Unit, pre-treatment Unit, tank farm balance (tanks partially supplied by others), interconnecting lines, new electrical substation and rack room, interconnecting cables between new substation building and existing substation and control room.

Assisting the HSE manager in the HSE management of the Project.

Ensure compliance of construction site works with the Health and Safety requirements defined by the law MAIRE / KT HSE policy and procedures as well as with Project HSE requirements.

Duties and responsibilities

• Ensure that activities on site respect the prescriptions of German Legislation, Health and Safety act and any applicable DGUV regulation.
• Monitor the work and performances of the Subcontractor making sure that are in line with project safety requirements and expectations. Propose corrective actions in view of continuous improvement
• Schedule regular site inspections with Subcontractors, in collaboration with discipline supervisors and foremen, following up all the corrective actions that may be necessary
• Support in the organization and execution of all Site HSE Induction and Training
• Support in the coordination and management of Permit to Work System
• Participate and supervise the work pre-start safety meeting and toolbox talk with workers
• Checks that workers are provided with proper PPE regarding their tasks.
• Verify that operations are following risk assessments, operating procedures and associated Permit to Works, asking supervisors and foremen for any corrections where required.
• Collects data and information in order to compile and update HSE statistics and reports.
• Support the HSE manager in the development of risk analyzes and HSE operating procedures.
• Support in the managing emergency. Organize and carry out regular emergency drills and trainings.
• Participate, when required, to all Safety Meeting with Subcontractors and Client, tracking also the necessary actions.
• Support in the Management of Incidents and Near Miss, participating and contributing to the incident investigation and identification and implementation of the corrective actions.
• Contributes to implement on site the Observation system and Base Behavior Safety system.
• Ensure that the waste management is done according to the principle of segregation and that disposal is done according to the local regulation Ensure that the works are carried out according to the environmental standards and that no harm is generated in term of soil and water pollution.

Knowledge & Qualifications

• Knowledge and familiarity with HSE recognized standards (i.e. ISO 45001, SSC, OSHA.)
• Knowledge of local Health and Safety Legislation and Safety regulation
• Familiarity with Risk Assessment and Risk Control Measures approach to the operation.
• High Computer skills and capacity to use fluently the main informatic tools.
• German and English fluent capability in writing and speaking.

Experience

• At least 5 years of experience as HSE Field Engineer or supervisor in industrial construction works, preferred Oil & Gas.
• Appreciated high level qualification in the HSE management (e.g. Nebosh, SiFa, etc.).
• Appreciated degree in engineering or technical discipline.

Adapted to work in diverse and multicultural environment.

Able to work under time and target pressure.
